It's true VH feel incomplete, but I believe it's because of the lack of developement guidelines, and that the developers probably didn't give a fuck. There's a lot of story quests, and some are linked together, making them long af. They'd want to add characters, locations, their own stories. So if someone wants to make VH02, they got to have an idea of what they're going to do. I don't really know how it started in 2011, but it started with a few guys patching stuff together you know? One probably had ideas for the horse train, then the first town, then a hot spring, then the goblin quest… and not necessarily in that order. And then that place is another sandbox with no real end goal. From there it's a sandbox to get enough money to go… somewhere (I think it was the city or something like that? Or maybe that was RRPG). Hell I don't remember if VH even has any story quests beyond riding the wagon train to the starting town. VH and RRPG both have this same issue, where they have decent enough gameplay and decent enough sex, but there's very little if any solid foundation for player progression.
